Abstract

After a near-death experience and 18 months in limbo, the Council on Environmental Quality (CEQ) now appears set to receive the Presidential support it needs to make it a viable entity, muscular enough to carry out its statutory responsibilities. A plan now on the desk of White House chief of staff Leon E. Panetta proposes to fold the White House Office of Environmental Policy (OEP) into CEQ, OEP deputy director and chief of staff Catherine Zoi tells C&EN. plan will give the merged entity sufficient resources and name Kathleen McGinty as CEQ chairwoman, Zoi adds. McGinty is now deputy assistant to the President and OEP director. We need to get a captain at the helm of CEQ and get the National Environmental Policy Act (NEPA) functioning, Zoi says.
