Abstract

The French Constitution does contain principles of environmental protection, although these were only recently included. During the 2002 presidential campaign and in the general context of the Johannesburg Earth Summit, Jacques Chirac made the election commitment that he would see to it that a ?Charter for the Environment? was integrated into the French Constitution. In this chapter, an overview of the three-tier system of French local government, with a particular focus on their environmental competences is provided. An overview of the current state of environmental governance in France is also presented, following the criteria laid down in the EU White Paper on Governance. Overall, despite its shortcomings, the French system is rather well-performing and effective. Its major flaw could be seen in its extreme centralization and subsequent lack of transparency and public participation, but these flaws also guarantee its coherence and effectiveness.
