Abstract

ABSTRACT This paper explores the application of environmental requirements to Navy work, especially work that involves warships. Because environmental laws confer considerable authority on state and local agencies, whenever Navy warships transit from one locality to another, they face different regulatory regimes that are often inconsistent in the standards applied. Such diversity can present serious problems, especially concerning the many different water‐borne discharges made by Navy vessels. This paper examines how the Navy should deal with such regulatory circumstances to avoid disruption and unnecessary expense. The paper also suggests a role for the naval engineer in Navy efforts to sensibly comply with regulatory requirements that apply to Navy warships.
