Abstract

Entrepreneurial bureaucrats act to enhance their chances for career advancement by becoming identified with successful development efforts. This behavior provides an explanation for development that has occurred despite the limited capacities of bureaucracies in developing countries. Evidence from Zambia illustrates the nature of entrepreneurialism in a public bureaucracy and the utility of the concept in the study of development administration.'
