Abstract
Тhe article deals with the features of the development of the national rulemaking and some tendencies of the forming of the law enforcement activities in the field of ensuring of the Environmental Safety on the Urban milieu. The characteristics of the institute of the Environmental Safety provided in Urban milieu, its complex, intersectoral, interdisciplinary and independent character are analyzed. The conclusion about the necessity to improve the system of the independent legal regulation in the field of ensuring of the Safe Urban Environment including the harmonization of the legal norms, systematization of the special legislation. streamlining of the development of the special legal terminology and creation of the new legal institutes is formulated.
