Abstract

Coping with budget problems has become a dominant concern of elected officials and administrators in local government. While budget decision making has always been difficult, recent trends in local public finance have made it especially complex. Increasingly, choices are less about the allocation of additional money and more about reductions in spending levels. The fiscal trends giving rise to these choices have been extensively researched and reported. Less well documented are the special techniques and processes used to make budget reduction decisions.
