This study aims to identify the social, cultural and economic characteristics of fishing communities in Sungai Limau Subdistrict, Padang Pariaman District, West Sumatra for the provision of housing settlements. Fishermen tend to be exposed to poverty, because they do not have adequate means of production, such as ships, equipment, and fishing cost. In Sungai Limau, 50 fishermen families from 112 fishermen families rely on power without fishing equipment; and approximately 71% of fishermen belong to low-income communities (MBR). They have low ability to get a good education and decent settlement. Based on the findings, 21% of fishermen have boats/canoes (without a driving motor), 26% of fishermen own motorboats, and 50% of fishermen do not own boats/canoes (work as laborers). Most fishermen's houses are made from wood / boards and roofed with palm leaves; 3% of fishermen have a good wall house since they are owners of motorboat/ bagan. In addition, there is a negative cultural behavior attached to poverty, i.e. gambling habit after from the sea (and paid). Therefore, it is necessary to improve the standard of living in various ways such as capital credit, housing loan and education for behavior change and daily culture.
