Abstract
The paper questions the concept which is more accurate in the English language teaching (ELT),the concept that our ELT is the developing of learners' humanistic qualities rather than serving as a tool.Based on the analysis of the background of two concepts and the ELT in my university,it holds that the debate goes beyond its academic significance in the field of College English Teaching (CET).The focus of CET on its practical purpose will exert a further influence on the change in its current curriculum,its teaching resources development,its teaching staff,and the whole system of English language teaching in China.
