Prior to entering the Naval Service, Commander Dougherty attended-Stevens institute of Technology from 1940–1942. He graduated from the Naval Academy with the Class of 1946, and received the degree of Master of Science in Engineering Electronics from Monterey in 1953. He has served in carriers, destroyers, amphibious and salvage ships. He is a Professional Electrical Engineer registered in the District of Columbia, a Senior Member of the Institute of Electronics and Electrical Engineers, a member of the Quarter Century Wireless Association and 1962 recipient of the BuShips Assistant Chief for Research and Development Award for Scientific Achievement. He is the author of twenty technical papers, and is Assistant Director, Communications and Navigation Satellite Programs Division, Headquarters, NASA.
