Abstract

Energy policy planning in the context of comprehensive development planning is discussed. Development theories, theoretical basis for development planning, are shortly described to create a wider perspective for normative modelling approach. Different groups of energy-economic models, descriptive and normative, and their scope and validity in the policy decision process is reviewed. Problems of modelling noncommercial fuels is discussed
