Abstract
Exact conditions for stability of an equilibrium collisionless plasma (given by a stationary distribution function) in a given non-uniform magnetic field are derived by the use of a variational method. The discussion concerns examination of the stability of low- beta plasma against perturbations preserving two constants of motion. The formulation is quite general in that it is not restricted to guiding-center or homogeneous plasmas.
