Abstract

Last March, the US Fish and Wildlife Service (USFWS) listed the western prairie chicken (Exhibit 1) as “threatened.”1 Under federal law, a “threatened” listing means the species is likely to become in danger of extinction within the foreseeable future. In effect, it is endangered species “lite.”
