Abstract

Changes in NAV's allocation of benefits During the period 1993 to 2007, a distinct change in the Norwegian Labour and Welfare Administration's allocation of welfare benefits took place. The inflow of new recipients of health-related benefits increased, whereas the inflow of new unemployment benefit recipients decreased. We investigate whether this was caused by a change in the composition of recipients by estimating a model for benefit receipt. We find evidence of only parts of this shift being explained by changes in the composition of benefit recipients. Other potential explanations are explored.
