Abstract
This study focuses on a possibility to apply complexity science to solve a complex problem such as enclave system and the transition to clans tourism, which are taken in making decisions under uncertainty or risk concerned to theoretical perspectives on the derived stimulus configuration standing at the turning point of an ideology of a state between domino theory of the leftists and turning rightist in Central and South America. The trust credit of the ad hoc proposal on the strategic approach methodology taken at various stages in establishing and running the regional tourism development is a key factor to determine meaningful case in spite of habitant's conflict, psychological distance, satisfaction, and fairness with the exclusively characteristic environment-friendly hospitality business. Based on these findings this study suggests several public policy alternatives for the transition to clans tourism to develop an idealistic regional tourism development.
