Abstract

Recently, due to abnormal climate change and the complexity of society, large-scale natural and social disasters occur frequently around the world. Once a disaster occurs, the damage of life or property is enormous, and countries are tactile to spread the facts quickly when they occur. ATSC 3.0 standard was established in the United States and one of the greatest features of ATSC 3.0 is its built-in ability to spread multimedia-based disaster information to UHD TVs.In this paper, we propose a disaster information emulator for developing and testing a UHD broadcasting system as such a disaster delivery medium. The emulator proposed in this paper can issue not only natural disasters but also social disaster information, and introduces T-CAP, which is an improvement of the existing CAPs, so that the disaster information can be integrated in the broadcasting system currently in operation. In addition, we present the design and implementation results of an emulator that can generate disaster information based on TCAP.
