Abstract

Recent proposals by President Carter to increase the involvement of the private sector in manpower programs for the unemployed raises the issue of potential corporate response. Interviews conducted with 151 employers who were or were not participating in such programs indicate some support for both the ‘business policy’ and ‘pressure-response’ models of corporate response. However, it seems likely that significant corporate involvement would require a major increase in incentives.
