Abstract

In Chapter 8 a theoretical model of a so-called multi-level government was developed and discussed. The aim of the present chapter is to offer an empirical analysis of the three applications of the model mentioned at the end of the previous chapter. The subject-matter of these applications will be shortly repeated here, for convenience: I. the determinants of local government decisionmaking and of the differences in expenditure on various goods among local governments; II. the determinants of the influence of local governments on higher decisionmaking levels, such as the level of the parliament and Cabinet or that of the central departments; III. the effects on local government behavior of a change in the behavior of the central government.
