Abstract

ABSTRACT The development of fuel and energy balances has been rather widely validated at the level of the constituent entities of the Russian Federation. These balances could become the basis for retrospective assessments of greenhouse gas emissions. The dynamics of emissions are to a significant degree determined by the structure of final internal consumption of fuel and energy resources. Aggregate data make it possible to assess changes in the energy and carbon intensities of the GRP [gross regional product]. They are also the prerequisite for the creation of regional inventories as part of the national system for monitoring, reporting, and verifying the volume of greenhouse gas emissions. A correlation and regression analysis of data for 1990–2015 established a direct correlation between anthropogenic emissions and economic growth and also the public’s quality and standard of living.
