Em busca de uma ética administrativa pós-convencional no contexto das organizações públicas brasileiras

Abstract

This theoretical paper presents a debate on the moral action of public agents, aiming to indicate propositions for post-conventional administrative ethics in Public Administration. The expression “post-conventional ethics” originates from the Theory of Moral Development, constructed from research into the development of moral reasoning. At the post-conventional level of development, individuals are capable of making judgments about their own society, from an outside perspective, based on universal foundations. Based on this theoretical basis and the ethical competence of public agents to act consciously and make judgments, the possibility of postconventional administrative ethics is discussed. As suggestions and recommendations, in the sense of propositions, the following are presented: the integration of descriptive and normative ethics in the decision-making process; the virtue of phronesis and the search for the right way in ethical decision-making; and education for moral action.
