Abstract
The article in question discusses the adoption of performance management tools in the public sector, discussing the contexts in which they arise and the impacts generated by them. It will be used two cases of study, the municipalities of Sao Paulo and Osasco, both in the state of Sao Paulo/Brasil, which rely on the performance management mechanisms. Each case comes in a given context, which influence the implementation and monitoring mechanisms adopted. It was observed that, in the case of Osasco, the adoption of management contracts appears as a manifestation of a mimetic and normative isomorphism, while in Sao Paulo the isomorphism happens at a coercive order. Such analysis is relevant to collaborate on understanding the influence of contexts in the application of management tools, making possible to build future scenarios for such tools.
