Abstract

The European Electronic Signature Directive was due to be incorporated in the legislation of member countries by 19 July 2001. But to date only Germany has implemented the Directive. This has enabled regional governments in Germany to set the pace in paperless administration, using electronic signatures to authenticate transactions between citizens and local tax and licensing authorities.
