Abstract

The right to choose the representative politicians of a State has been considered like a minimal guarantee of every citizen on the western democracy. In this context, the suffrage has become the most basic indicator to mark a difference between democratic and not democratic regimens. However, taking for granted that this right is of universal character in every liberal-democratic countries is a hurried affirmation. There still exist and are approved some exceptions for a right that is supposedly universal, equal and inalienable.
