Abstract

In this paper the effect of opening and privatization of the electricity industry will have on the ability of public management of a strategic activity for development, as is the generation of electrical energy (EE) is analyzed. This is particularly important because the state's participation in the electricity industry allowed to establish two fundamental criteria of governance in the sector; first, to provide the service without interruption EE and the greatest number of potential users and, secondly, to implement a pricing policy aimed at ensuring stable prices.
