Abstract
The first attempt to build a Liberal-Constitutional system in Spain, the 1812 Constitution (also known as Constitution of Cadiz), was a complete failure in all of Spain. However, in the Basque Country and Navarre, the new regime found specific problems that turned the Basque-Navarre lands into the main stronghold of the Carlist uprisings all along the 19th Century. In order to discover why, this study focuses on the political history of the Basque Country, during the crucial years of the Spanish War of Independence against Napoleon and the years that came immediately after.
