Abstract

After the “empirical turn” in deliberative theory, the renewed interest in parliamentary deliberation comes from quantitative research, which focuses on analysing the formal discourses delivered within the chambers. As an alternative to these studies, there is qualitative analysis based on the rhetorical dimension of parliamentary debate. However, both approaches are insufficient for grasping the interconnection of parliaments with other elements of the political system, and for explaining the internal and external determinants of deliberation in this forum. In this sense, a systemic approach in line with the model of Habermas (1998) offers a broader view on parliaments’ contribution to deliberation in the public sphere.
