Abstract

Due to the fact that the children of Mexican migrants returning from United States, cannot exercise their right to education in Mexico because they don't have a Mexican birth certificate, I propose to create an administrative mechanism—sustained on the principles of international cooperation and administrative efficiency—which involves the joint action of United States and Mexican governments (the last one, in all its levels) in order to provide the children, the Mexican birth certificate that they need to have access to educational services in Mexico.
