Abstract

In a referendum, a big majority of Bavarian citizens voted for a stricter non-smoking policy. The opponents’ clear defeat resulted, inter alia, from the fact that they did not succeed in framing the decision as an issue of state-intervention, rather than a health issue. As the latter frame appears to be quite powerful it is unlikely that non-smoking policies will be relaxed in the near future, although less than 40% of eligible Bavarians were mobilized by the somewhat dull referendum campaign.
