Abstract

The author examined the philosophy of state affairs and the national policy of first President Nazarbayev, emphasizing ethnic unity and harmony, focusing on the Assembly of the People of Kazakhstan. To achieve this goal, reports of government websites of Kazakhstan and materials of the Assembly of the Peoples of Kazakhstan were used as the main data of the analysis. This study is important, as it allows us to determine and evaluate the practical consequences of the philosophy of state affairs of President Nazarbayev on the development of Kazakhstan for his nearly 30 years. In addition, the efforts of the Government of Kazakhstan to promote national unity and solidarity and national politics, the Asian elements (values), can provide real assistance to other countries in similar situations. From this study, we see the efforts made by the Government of Kazakhstan to unify and harmonize the peoples of Kazakhstan, in particular, the author collected successful know-how (asian values) in the national policy of Kazakhstan: 1) the solid philosophy of President Nazarbayev and the implementation of a multi-ethnic coexistence policy; 2) the implementation of national policies through the Assembly of the People of Kazakhstan; 3) respect for ethnic diversity and legal, institutional guarantees; 4) successful policies of traditional culture and language development among ethnic groups.
