Abstract

Fishery management that incorporates transferable, fractional licenses is examined as an alternative to the current program of limited permit transferability in the Hawaii longline fishery. Fractional licenses would accomplish the effort reduction that attrition of nontransferable permits was supposed to accomplish in this fishery, but without the inefficiencies, inequities, and uncertainties that have been encountered under the existing program.
