Abstract
Rate control (RC) is a key technique to have a significant effect on encoder performance. And parallel video coding frameworks are widely used in ultra-high definition (UHD) real-time video coding. However, most of RC algorithms mainly focus on the rate-distortion (RD) performance without considering the parallel data dependence and implementation complexity on many-core platform. In this paper, we proposes a parallel-friendly RC algorithm which has been implemented on an parallel H264/AVC UHD video encoder. The remarkable of the proposed RC algorithm is bit allocation for frames which is parallel encoding and low complexity. Experiment results show that the proposed rate control algorithm provides high accuracy of RC and good performance of buffer control, while achieves a gain of RD performance compared with the encoding mode of constant quantization parameter(CQP).
