Abstract

The article provides an analysis of the efficiency of modern transport and logistics networks of the Russian Federation in comparison with European and Western countries. The direction of perspective research contributing to the further development of cargo transportation in the country has been determined. The statistics of cargo transportation volume growth are analyzed. A comprehensive study of the parameters of the efficiency of the transport and logistics systems (TLS) was carried out. Criteria for maximizing cargo transportation processes are considered. The formulation and solution of the problem of optimization of control systems has been carried out. The application of the zoning method based on the principle of dominance of various possible options with the subsequent choice of the optimal one, which allows to exclude unfavorable decision-making algorithms, is revealed and justified to achieve the goal of optimization. A risk matrix has been identified, the elements of which show what loss a company or a legal entity may incur during transportation by using logistics services. The definition of the word "algorithm" is revealed, as well as its main properties and the degree of influence on the dynamically changing control system of the TLS are revealed. The efficiency criteria influencing the choice of the optimal algorithm for solving the problem are determined, namely: the Wald criterion, the Laplace Criterion, the Savage Criterion, the Guvvitz Criterion. The properties characteristic of each of the criteria are also determined. The matrix of choosing the optimal algorithm of the dynamic transportation management system is revealed.
