Abstract

This study aims to measure efficiency and productivity change in Greek public higher technological educational institutions during 2005–2009 by using input-oriented data envelopment analysis and Malmquist analysis. The results indicate that a number of institutions operate inefficiently causing a significant waste of resources. The efficiency under constant returns to scale varies in interval [0.365–1.000] and under variable returns to scale in interval [0.811–1.000], with average efficiency score being 0.847 and 0.923 respectively. These results indicate that the investigated institutions could produce on average the same quantity of outputs with 15.3% or 7.7% less quantity of inputs. The scale efficiency varies in the interval [0.425–1.000] and the mean is 0.914. The findings suggest that these institutions on average refrain 8.6% from the optimal scale. The total factor productivity has risen by an annual average of 8.9% relatively to the base year 2005. The results provide directories indexes to management for improving their institutions’ performance.
