Abstract

The purpose of this study is to apply the social exchange theory as a theoretical lens to analyze how the voucher system affects the respite care service in South Korea. Since 2007, the Korean government adopted the voucher system in the care service to increase the quality of care service by using competition among the service agencies in the market. In the care setting, the voucher system adjusts power differentials between care service workers and service users, increases flexibility and uncertainty in workplaces, and motivates the workers to have more dedicated behaviors and pay more attention to the users.
