Abstract

The New York Independent System Operator (NYISO) is an ISO sanctioned by the Federal Energy Regulatory Commission (FERC) for the purpose of managing the transmission system and facilitating an energy market. The NYISO is a not for profit organization formed in 1998 as part of the restructuring of New York State's electric power industry. The NYISO controls the power system of New York State. The NYISO has no financial interest in the energy markets, and owns no generation, transmission or load. In accordance with the principles set by FERC for an ISO, the NYISO operates the system in an open and nondiscriminatory fashion, for the benefit of all market participants. The system operations and issues with this operation are discussed below.
