Abstract

It is shown that an island metal film could be characterized by nonlocal effective dielectric permeability described by simple algebraic equations, derived within the frame of this project. Based on this concept, elastic and inelastic light scattering was calculated in the vicinity to the dipole surface plasmon frequency on an isolated particle. In addition, the effective absorption due to the light localization in the island film consisting of nonabsorbing particles was explained.
