Abstract

Badung Regency is one of the regencies in Bali Province that has quite complex waste problems. That is because the existence of tourism activities affect the increase in the volume of waste in Badung Regency. Furthermore, the rubbish problem in Badung Regency is also caused by the shipment of garbage in the coastal area. Plastic-dominated waste is found along Kuta Beach, Kedonganan, Legian, Seminyak, Canggu and others along 12 kilometers with a weight of up to 250 tons per day (Bali Post, 2019). Badung Regency Government in this case is the Office of Environment and Cleanliness of Badung Regency as the agency responsible for handling waste issues to make public policy innovations, hereinafter referred to as Badung Anti Plastic Bags, abbreviated as BATIK. This study aims to determine the effectiveness of the application of the BATIK program in Badung Regency. The location of this research is Sempidi village as the BATIK Pilot Project Program in Badung Regency. This study uses qualitative research with descriptive methods, in addition to using the theory of effectiveness to discuss the content description. Data collection techniques by observation, interviews, questionnaires, literature study and documentation. The informant in this study was the Head of the Badung Regency Environmental and Sanitation Office or related, the community as appropriate, and the parties involved in the implementation of the BATIK Program. The Badung Anti Plastic Bag or BATIK program has several problems that are still faced, among others: (1) Difficult to change the mindset and habits of the community, especially in the Sempidi Indigenous Village area (2) The volume of plastic waste generation or production in the Traditional Market area of the Sempidi Indigenous Village which is still high, this is due to the lack of awareness of traders to stop the use of disposable plastic bags in the process of buying and selling transactions (3) Not yet stipulated sanctions in the regulations of the Sempidi Adat Village or Perarem Pengele Adat Sempidi Village the effectiveness of the Badung Anti-Plastic Bag or BATIK Program. For this reason, further research is needed to measure the effectiveness of the BATIK program.
