Abstract
The research aims to describe the effectiveness of implementing Probolinggo regulation number 107 of 2021 in the context of improving online-based public services. In this study using a descriptive qualitative method. The focus of the research refers to the application of Perwali Probolinggo number 107 of 2021 in the context of improving online-based public services in the Triwung Lor Village, Probolinggo City. In data collection techniques when the research was carried out by making observations, in-depth interviews, and documentation. The results of research on the application of Perwali Probolinggo number 107 of 2021 have been successfully implemented or have been effective so that they can help problems in reducing discrimination and uncertainty regarding the service time required by the applicant. Supporting factors in this study consist of the nature of the cooperation in which all parties are said to be assembling productively and the availability of human resources who have the ability, commitment to manage its implementation. While the inhibiting factors consist of internal factors related to obstacles that often occur within agencies and external factors are obstacles that often occur within agencies and external factors are obstacles that come from outside the agency.
