Abstract

As a distinct function separate from administration and supervision, educational research in the New York State Education Department had its beginning in 1920 with the appointment of a specialist in educational measurements. In 1923, the Commissioner merged the Mental Hygiene Bureau of the Department with the work in educational measurement, cre ating the Bureau of Educational Measurements. In 1928, the Board of Regents voted to create an Educational Research Division and the following year, on the Commissioner's recommendation, the Bureau of Educational Measurements became the Division of Educational Research.
