Abstract

The main final results of educational reforms in Kazakhstan in the context of ongoing globalization processes are considered in the conceptual plan. Along with the positive changes in the spirit of the Bologna process, there are many problematic issues, the main one being ensuring the proper quality of education. A variety of academic approaches to the concept of "quality" is noted. The mass nature of higher education, its accessibility and the development of the paid sector exacerbate the problem of quality assurance. The article discusses the competence approach as the main component of student-centered educational programs and the reasons that hinder its implementation. The importance of developing social partnership between the higher educational institution and the employer and improving the quality of motivated work of teachers is highlighted.
