Abstract

Abstract Wages are stagnant or falling, and the job market is full of uncertainty. No wonder Americans have turned with unusual fierceness to the issue of education. In the past, when wages rose, and the job market was more stable, those with educational credentials could claim their right to upward mobility. Now employers complain about students’ inadequate preparation, and parents indict the schools for failing their historic role.
