Abstract

DURING THE FIRST THIRD of the twentieth century, Americans used the idea of educating the natives for self-government as the principal justification for the colonial relationship between Puerto Rico and the United States. Secretary of War Elihu Root-whose authorship of the Foraker Act and the Platt Amendment would give him an important role in the formalization of the United States overseas empire-expressed this concept of governmental tutelage in 1899:
