Introduction

In this special issue on “Regulatory Governance in a Globalizing World”, we are grateful to have Professor Carlos W.H. Public Administration and Policy (PAP) – An Asia-Pacific Journal was first published in 1992 jointly by the Hong Kong Public Administration Association and the City University of Hong Kong. In Spring 2012, it was re-launched with the support of a new co-publisher, the School of Professional Education and Executive Development (SPEED) of The Hong Kong Polytechnic University (PolyU).
