Abstract

Of the national health-insurance proposals currently before the Congress, most include some coverage for catastrophically expensive illness and several provide catastrophic coverage only. A study recently completed by Arthur D. Little, Incorporated for the Health Resources Administration, United States Department of Health, Education, and Welfare (DHEW), examined the impact on health-care costs and service utilization of a nationwide catastrophic health-insurance program covering persons under the age of 65.
