Abstract
Mongolia is sparsely populated landlocked country with vast landscape. It is extremely important to use ICT as a key of development to overcome these challenges. Since its endorsement by the Government of Mongolia (GOM), e-Mongolia National Program has been playing an important role in determining the medium term policy of the Government to develop the ICT sector for 2005–2012 years and activities to be taken in the all sectors [2]. Based on the concept to utilize ICT for the welfare of the people of Mongolia, the e-Mongolia National Program presents following 16 priority goals for building Information Society:
