Abstract
In our country, plot and land management studies are being made by providing equality on the areal basis. The application in this manner causes many problems and the citizens are subjected to injustice due to field based distribution. Particularly, zoning practice will abolish such problems field-based studies to be transformed in to value-based studies. A good valuation process, general and specific valuation factors that affect the value of the real estate, it is possible to take part in the process. It is obvious that these factors affecting the value of the real estate will not affect each parcel in the same way. Therefore, for each factor, the necessity of determining the weight coefficients arises. In this study, in the implementation of zoning the values previous and next of the real estate is wanted to be obtained. Factors of the value affecting were handled separately according to the situation before and after the application and their weights were determined by the Analytic Hierarchy Process (AHP) method. Spatial factors using the specified weights were scored by distance. Factor values of both cadastral and reconstruction plots have been obtained. The pre- and post-state totals of these factor values were equalized. The real estates have been made available for AHP valued distribution.
