Abstract

Accodring to regional strategy for socio-economic development all municipalities are required to develop or adapt to the regional development strategy of their municipality, which makes this study particlualry relevant. Since the Khomutovo municipality, which is part of the urban agglomeration of the cities of Irkutsk, Angarsk and Shelekhov, has not yet developed a strategy, and the regional government approved the strategy of the Irkutsk region until 2036 only at the end of 2021, the purpose of the study was to develop a strategy for the socio-economic development of this municipality. The research methods were economic and mathematical methods of forecasting, methods of graphical analysis of the boundaries of built-up areas over the past 30 years and forecasting based on the revealed dynamics of the development of the territory of the municipality until 2050. The study showed that the growth rate of development in the territory of the Khomutovo municipality is linear, that is, from year to year the territory of the municipality increases by approximately the same amount, but the population is in dire need of missing social infrastructure, high-quality roads, sidewalks, recreation areas etc. As a result of the study we supported a strategy to increase the number of jobs in the rural area by moving international airport from Irkutsk to the territory of the Khomutovo municipality.
