Abstract
This article examines China’s welfare policy, particularly the old-age insurance policy for migrant workers chronologically including the latest welfare policy under the backdrop of economic development. This article also analyses four typical current models for migrant workers’ welfare and old-age insurance and the encouraging and discouraging factors of these models. Eventually it proposes that there are gaps between the policy and the implementation of old-age insurance policy for migrant workers, which hinder migrant workers to participate in the oldage insurance scheme. The policy on migrant workers’ welfare especially old-age insurance went through dynamic reforms with the economic development.
