Abstract
The article studies theoretical aspects of the control system of labour protection and analyzes losses connected with working conditions both in Russia and some other countries. In the research it was found that economic losses in Russia caused by dangerous and harmful working conditions from 2012 to 2019 showed the trend to decline, however they were rather high. The analysis shows that enterprises suffer losses due to unfavorable working conditions and concealed accidents at work. The article provides tools for calculating profitability of special estimation of working conditions, discounts on insurance tariffs and economic advantages of measures aimed at labour protection, which can be used by employees of labour protection services. The author puts forward a modified formula for calculating index ( I ), which is used for discounts on insurance tariffs ( t ). The author provides the economic basis of expediency to upgrade the organization of the control system of labour protection.

Summary
В статье рассмотрены теоретические аспекты системы управления охраной труда (СУОТ), а также проведен анализ убытков, связанных с состоянием условий труда как в России, так и ряде других стран. В ходе исследования было выявлено, что экономические потери, вызванные опасными и вредными условиями труда, с 2012 по 2019 г. Результаты анализа позволяют сделать вывод, что предприятия несут большие потери из-за неблагоприятных условий труда, а также сокрытия происшедших несчастных случаев на производстве. В статье представлены инструменты расчета выгодности специальной оценки условий труда (СОУТ), скидок по страховым тарифам и экономической выгоды от проведения мероприятий по охране труда, которые могут быть использованы работниками служб охраны труда. Автором предложена модифицированная формула расчета индекса (И), который используется при расчете скидки по страховым тарифам (t). Приведено экономическое обоснование целесообразности совершенствования организации системы управления охраной труда.
