Abstract

The article has examined the problems arising from administrative and territorial reforms and decentralization reforms in the country, accompanied by the unification of territorial communities and their role in solving local development issues, which requires the formation of a qualitatively new view on the territorial communities of the basic level. It is suggested to the united territorial communities to solve the issue of provision of their subdivisions with qualified personnel, who will be able to ensure local development of the territorial community on the basis of ecological-economic balanced use of naturalresource potential.
