Abstract
In the paper the main features of the organization of higher pedagogical education in Kazan in the first decade of Soviet power are searched. The author examines the position of the Eastern Pedagogical Institute in the structure of higher education in the city, the features of the formation of the staff, the relationship of the university staff with authorities at various levels, structural changes that took place at the institute during the period under review.
